Why it matters
Vizhinjam is India's first deep-water transhipment port, and it needs road access that does not run through the middle of a state capital. This ring is that access.
History
The Thiruvananthapuram Outer Ring Road is being built in an arc around the Kerala capital, from Navaikulam in the north through Nedumangad and Kattakada to Venganoor near the coast. Its main purpose is the Vizhinjam deep-water port south of the city: container traffic from the new port needs a way to reach the national highway network without driving through Thiruvananthapuram, which is built along a narrow coastal strip with no room to widen anything.
